TRANSPORTATION SAFETY PLAN
Responsibility In The Age of Domestic Terrorism

Statement of Purpose:

Commercial Cartage Co., Inc., Houston, TX (CCC) is committed to the safety and security of our employees, the customers we serve, and the general public. We are well aware of the reasons that we must be more vigilant to prevent or inhibit the use of our equipment, terminal, or the products we transport by terrorists. We urge all of our employees to help us implement this plan and to continuously improve our security efforts.

Regulations of the United States Department of Transportation require that any employee of this company who is a “hazmat employee” be trained and familiar with our company’s security plan. According to these regulations, a “hazmat employee “ is any person who performs a task or function covered by those regulations.

Personnel Security:

CCC will implement the following provisions with regard to employment (including applications for employment) of drivers. Additionally, the company may (at its discretion) implement some or all of these provisions relevant to the employment of non-driver employees who perform functions regulated by the US Department of Transportation’s “Hazardous Materials Regulations” within Title 49 of the Code of Federal Regulations.

  • Perform detailed background checks on all applicants for any driver position.
  • To the extent possible, check for criminal convictions.
  • Contact previous employers and references.
  • Investigate gaps in employment.
  • To the extent possible, have at least 10 years consecutive employment/education records.
  • Maintain employee information in a confidential and secure manner, and in compliance with all relevant Federal and State regulations and statutes regarding confidentiality and individual privacy.
  • Verify that all drivers are US citizens or that non-citizens have documentation appropriate to their immigration status.
  • Ensure drivers have current CDL with appropriate endorsements and another form of identification (i.e. company issued credential, current medical certificate).
  • Collect company identification card and any security materials when a driver/employee leaves the company. Update employee lists. Cancel passwords to prohibit computer access by former employees when applicable.

En Route Security:

  • Sales and supervisory employees will not accept business from an unknown party before verifying company legitimacy.
  • Drivers and terminal personnel will lock tractor doors at all times and take keys anytime driver is not with vehicle.
  • If possible, drivers and terminal personnel will lock steering columns when tractor not in service.
  • Drivers will perform “walk around” inspection of vehicle after every stop, including deliveries and breaks. Checks will include looking under trailer and in hose tubes where a device could be attached.
  • CCC does not store hazardous material at its terminal. Hazardous material picked up at other facilities will not be preloaded.
  • Supervisors will develop “parking instructions” for any locations away from terminal. Lighted and fenced areas, visibility and security will be considered.
  • Supervisors will include security considerations in route selection and times for pick up and delivery. When possible, bridges, tunnels, and densely populated area will be avoided.
  • Dispatchers and supervisors will minimize driver “down time” while en route. Schedules will minimize as few required stops as possible.
  • Management has established procedures to communicate emergency messages to all facilities and to drivers on the road. Two-way radios, cell phones, and scheduled call-in times are utilized. Drives have communications procedures to report an unexpected occurrence.
  • Drivers and other knowledgeable employees will not discuss details about their load or pick-up points and destinations with unauthorized personnel.
  • Drivers will not pick up hitchhikers or allow any unauthorized personnel in the truck cab.
  • Drivers will not stop to help disabled vehicles or motorists, but will call local authorities and notify them of anyone needing assistance. Drivers will be alert to and especially suspicious of motorists trying to get a driver to pull over for an “alleged” traffic incident. Drivers will be especially suspicious of vehicles with three or more people in them.
  • Supervisors will be alert to “late” loads. Any late loads beyond an hour will be investigated.
  • Drivers will not change delivery destinations unless authorized by dispatch.
  • Supervisors have reviewed procedures for drivers being asked to pull over by law enforcement or an unmarked vehicle.
  • Supervisors will consult with shippers and consignees to ensure security of consignee delivery areas. Well-lighted and marked delivery areas and availability of customer personnel to answer safety questions will be determined.
